Ms. Eastep is a senior authoritative source within Indian Health Service on the agency’s human capital programs relating to health professionals at all I.H.S. installations serving American Indian people. She provides advice and recommendations to the heads of the Department of Health and Human services, with respect to doctors and nurses.
Shirl is currently the Deputy Director of Human Resources for IHS at the federal level and Southeast Regional Human Resources Director, OKC-I.H.S.
With degrees in sociology and human relations,  Shirl advises federal decision makers, senior management, and tribal lawmakers with medical personnel staffing across the United States and especially through emergencies like COVID.
Shirl maintains tribal partnerships to assess unique workforce needs and integrate diverse viewpoints at extremely important levels of administration. She oversees complex human resource initiatives in multiple locations and assesses large forces of medical operations within federal and tribal installations, hospitals, and clinics.
In her spare time, if she has any, she loves competitive bike racing, fine dining, and the theatre.
